CMS has released the Medicare Part A SNF PPS payment rates for fiscal year 2013 beginning Oct. 1, 2012. SNFs will receive a net FY 2013 update of 1.8 percent. This notice does not contain any proposals for new policies applicable to SNF PPS.
Medicare payments to skilled nursing facilities to increase 1.8 percent in FY 2013
The Centers for Medicare & Medicaid Services (CMS) today issued a notice that will update payment rates to more than 15,000 Medicare-certified skilled nursing facilities (SNFs) that are paid under the SNF Prospective Payment System (PPS). The new rates will be effective for services furnished in fiscal year (FY) 2013, beginning October 1, 2012. CMS updates the payment rates for SNFs annually, using a market basket index that reflects changes in the prices of goods and services used to furnish covered care in nursing homes. In addition, CMS adjusts the market basket each year by a Multifactor Productivity (MFP) adjustment mandated by the Affordable Care Act. The FY 2013 market basket increase factor is 2.5 percent and the MPF adjustment for FY 2013 is a negative 0.7 percentage point, resulting in a net FY 2013 update of 1.8 percent.
The SNF Update Notice for FY 2013 also provides an update on SNF monitoring activities intended to monitor the impact of FY 2012 SNF policy changes on the SNF PPS.
CMS estimates the total impact of the FY 2013 SNF payment rate update to be an increase of approximately $670 million.
