Carol Smith, RN, BSN, RAC-CT, Chair

Over the course of her 30-plus years in nursing, Carol has worked in many areas. Starting as a CNA in a 20-bed rural hospital during high school and college, she then spent 15 years with Beverly Enterprises, serving in various capacities such as DON, regional nurse consultant, Medicare nurse specialist, staff development coordinator for 150 facilities, and administrator and MDS coordinator in various facilities. She worked as a DON in an acute hospital and as a nurse manager in an acute rehabilitation facility, but she always found herself returning to LTC, where the challenges were greater but the rewards with residents and coworkers sweeter.

In her current role at BKD CPAs and Advisors, Carol works as a nurse consultant, helping large and small LTC and acute-care facilities understand the MDS process (LTC/SNU/SWB) and helping hospital environments understand continuation-of-care opportunities.

Carol was awarded her BSN from South Dakota State University and has been a registered RN in many states. She served on the board of directors of the National Association of Health Care Assistants (NAHCA) for several years.

Stephanie Kessler, RAC-CT, Vice Chair

Stephanie brings years of hands-on and consulting experience in long-term care. She started her nursing career as a nursing assistant while in school and continued in many provider-nursing roles prior to working as a consultant. She has extensive expertise in organizational performance analysis, facility operations, and reimbursement systems.

Her in-depth knowledge is concentrated in state and federal regulations and all aspects of the RAI process. She has expertise in MDS 3.0, reimbursement (Medicare and Medicaid), regulatory compliance, and long-term care provider operations.

Stephanie is a sought-after speaker and instructor at seminars and conventions for healthcare associations nationwide, and she has served on boards of several community and nonprofit organizations.

Linda has over 22 years of nursing and healthcare management experience in a variety of leadership roles, including ADON, DON, and MDS coordinator or director of clinical reimbursement. She “grew up” in a nursing home, as her mother worked as a nurse in the same home for over 35 years. Linda’s experience in nursing began with work in both sub-acute and post-acute facilities. She has over 18 years’ experience with RAI and PPS processes.

As clinical reimbursement director for Community Eldercare Services, she oversees 19 facilities in Mississippi and Tennessee for compliance with Medicare and Medicaid case-mix requirements, PPS guidelines, supportive documentation, timely completion of assessments, billing requirements, and reimbursement.

Linda received her bachelor’s in Management and Human Relations from Trevecca Nazarene University, her legal nurse certificate from Kaplan College, and her associate’s in Nursing from Columbia State Community College.

Rob has over 13 years’ experience in healthcare. He started out as a CNA in a skilled nursing facility and then attended nursing school. After obtaining his nursing degree, he worked in medical/surgical, telemetry, critical care, and emergency services. Rob returned to long-term care as a rehab/skilled nursing unit manager. His experience in long-term care includes serving as MDS coordinator and director of nursing services.

In his role as senior clinical quality assurance specialist at Answers Software, Rob works closely with developers in the areas of computerized order entry, medication administration, care plans, point-of-care, and all facets of EMR.

Rob received his associate’s in Applied Science/Nursing from Jamestown Community College. He has multiple nursing certifications.

Susan Duong, RN, BSN, PHN, NHA, DNS-CT, RAC-CT

Susan has more than 21 years of clinical and leadership experience in post-acute care. She has strong knowledge of SNF long-term care regulations and standards of practice and a commitment to continuous quality assurance improvement. Having worked as a DON and administrator, she understands that while providing medical and rehabilitative care is of utmost importance, ours is also a business arena.

Currently working “in the trenches” as a nurse manager, Susan understands the plight of the hands-on caregivers working in long-term care. Her unique experience gives her a well-rounded perspective. She understands that the simple act of picking up trash from the resident’s floor is just as important as budgeting enough for an effective caregiver staff.

Susan received her bachelor’s in Nursing and bachelor’s in Psychology from San Jose State University. She is a licensed RN, public health nurse, and nursing home administrator.

Janet K. Feldkamp, JD, BSN, RN, LNHA, CHC

Janet focuses her law practice in the area of healthcare law, including long-term care survey and certification, state and federal regulation, physician and nurse practice, and fraud and abuse involving hospitals, suppliers, insurers, and physicians.

She retains active licenses as a registered nurse and nursing home administrator. Janet is a member of the editorial board of Caring for the Ages, a monthly newspaper for long-term care practitioners, and is a frequent writer and speaker on health law and related topics, particularly in the area of long-term care. She is a coauthor of Post-Acute Care Handbook: Regulatory, Risk and Compliance Issues, 2015, published by the American Health Lawyers Association.

Janet was awarded her Juris Doctorate from Saint Louis University School of Law and her BSN from the University of Missouri. She is a member of the American Bar Association, Columbia Bar Association, and Ohio State Bar Association. She is the past president of the American Association of Nurse Attorneys. 

Gail Harris, RN, BSN, RAC-CT, DNS-CT

Gail is a nurse executive with more than 25 years of experience. In her current role as a consultant for Preferred Care Partners Management Group, she provides oversight and training of clinical and reimbursement systems to over 112 long-term care facilities across 12 states. Her responsibilities include quality assurance, policy development, and research to assist teams with strategic planning, streamlining workflow, and performance improvement initiatives.

Her nursing career started as a nursing assistant in her teens and later led to coordinating care in the community, hospital, and long-term care settings as a nurse. Gail has worked with families and staff as a director of nursing services, case manager in the Community and Long Term Care, utilization review/reimbursement nurse, staff Development nurse, and quality assurance nurse. She has a passion for developing safe transitions of care and fosters the “voice” of the nurse in the development of sound care management practices, meeting both clinical expectations and operational standards for viability.

Gail received her Associates Degree in Nursing from McLennan Community College and her BSN from Chamberlain College of Nursing.  She is a Legal Nurse consultant and certified Parish Nurse.

Jo-Anna Hurd, RN, MSN, RAC-CT

Jo-Anna has been actively involved in long-term care nursing for more than 28 years. She has held just about every imaginable facility nursing position.

In her current role as clinical assessment director at Miller’s Health Systems, she does policy reviews for 33 SNFs, with accountability related to documentation in clinical records, care plans, and MDSs. Jo-Anna reviews requests for medical information related to claims and has participated in appeals related to Medicare A claims, managed care organizations, and national audit requests.

Jo-Anna received her MSN and BSN from Indiana Wesleyan University. She is passionate about nursing education, and she shares her vision as an adjunct professor at Indiana Wesleyan University.

Jennifer L. Scully, RN

Jennifer has dedicated more than 30 years to the delivery of quality care to geriatric patients and seniors across the nation and throughout the healthcare continuum, including acute care, sub-acute care, assisted living, and long-term care.

She launched Clinical Resources in 2007 to address the critical shortage of nurses and other healthcare professionals through a unique talent management approach to meeting the need for qualified personnel in healthcare settings nationwide. She is committed to recognizing and supporting nurses and the nursing profession through her efforts to encourage “back to work” opportunities for nurses and other healthcare professionals. 

Jennifer is a registered nurse with a BSN from Jacksonville University and is a licensed nursing home administrator and a paralegal. She holds certifications in Healthcare Risk Management, Case Management, Legal Nurse Consulting, and Nursing Assessment. Jennifer has dedicated her career to quality improvement and serves thousands of patients and residents nationwide.



Jillene Nero Snow, MBA, BSN, RN-BC, CHC

Jill is a leader with extensive experience in long-term care. She has more than 20 years of experience in leadership roles and has demonstrated success in conceptualizing and implementing clinical operations platforms and quality improvement programs. She is a subject matter expert in state and federal regulations.

In her current role as vice president at Ethica Health and Retirement Communities, she works with key stakeholders to develop system-wide internal and external strategies to ensure the organization’s success. She ensures a comprehensive and effective compliance program and provides strategic direction for clinical practice program development.

Jill received her MBA with a concentration in Health Services from Keller Graduate School of Management and her BSN from Georgia College. She is board certified in Gerontology Nursing.

Kelton Swartz, BS, RAC-CT

Kelton has a strong knowledge of the senior care industry and has been actively involved since he was 18. He is a long-term care speaker, educator, and advocate.

Over the course of his 19-year long-term care career, Kelton has held various roles around developing, supporting, and consulting with long-term care software and applications. In his first five years, he was an associate with Swartz and Associates/Swartz Software Systems before it was acquired by Plante Moran; he continued with the Plante Moran Clinical Group for another eight years. For the past six years, he has worked with Cerner as program manager, solution designer, and, currently, strategist within the Long-Term Care Business Unit.

He has spent years working with LTC providers and RAI coordinators, going back to the days of MDS 2.0. As a regulatory strategist, he is aware of the current and future regulations that members face, as well as what opportunities and challenges will likely come in the future.

Kelton is engaged with providers and RAI coordinators across the country and works with them to support their goals and successes. In his current role as a leader and regulatory strategist, he oversees software development, provides staff education, and is the education liaison between hospital, home health, and long-term care software developers.

Kelton received his bachelor’s in Business and Applied Economics from Ohio State University.
